Try emailing Graham Noble on noblescarbs@gmail.com for all Scarborough architectural/noise/lighting/aesthetics guidelines etc.
Also go to www.capetown.gov.za/en/bylaws/pages/Home.aspx to see all Cape Town Municipal By-Laws, Especially: By-Laws Relating to Streets, Public Places & the Prevention of nuisances and also Outdoor Advertising & Signage By-Law, section 2.2.
Also the Law Enforcement number is 021 784 2033, they will back up what I said about noise/building/disturbing the peace between 8am - 6pm Monday to Saturday while no building etc is to take place on Sundays. They are extremely helpful.
