Subject: Scarborough Youth Using The Hall

The Hall has been booked from 18h00 to 24h00 Friday 1 June 2007 for the Youth Group evening. This is as a Ratepayers Association community event as was agreed on 23 May. So far so good! I hope to get confirmation on Monday that it will be free as promised. Please will the organizers keep me updated on arrangements so I can answer any queries (e.g. from the municipality).

There should be no difficulty about storing Youth Group equipment. Exactly where will depend on the outcome of negotiations with other users. Please let me know who is doing that and whether or not you need any help from me. Before we put the equipment into the hall, however, there is one further problem to be considered. It has been stressed to me that the use we have of the hall is strictly for Friday 1 June only. So if the equipment is in the hall, then the hall will have to be booked and paid for for any times anyone wants to use it.

I would like to log some notes from the first meeting conducted by Chantal Adams of the City of Cape Town.

1. The City had been called in by our community, to present an outline for a Local Youth Development Forum: (LYDF) A Social development program for empowerment of youth. Youth was determined to be the ages of 14-35 years.

2. Chantal outlined the broad categories of Social Development
i. Youth Development
ii. ECD (Early childhood development)
iii. Poverty Alleviation.
iv. NDF (Neigfhbourhood Dev Forum) Represented by Given Ngetu
v. Streetpeople
vi. Woman Empowerment

3. Thereafter the meeting focused on 2i) and the 5 possible prongs of Youth Development
i. High School
ii. Art & Culture
iii. Religion
iv. Sports
v. Disabled Youth

4. The meeting was spearheaded by Janis and Terry Corr, who had recruited a pool table and other gaming equipment for the youth.
They expressed an urgency in getting this equipment into the hall. A DVD has also been sponsored locally by Antoine for the Youth.
In principle we agreed that this was a wonderful way to get a Youth Forum kick-started.

5. Some parents and residents expressed concerns against the centre being used solely for the use of games and wanted to have
constructive & topical programs included on the agenda.

6. It was decided to pursue a Scarborough Youth Development Forum.

7. Chantal emphasised that "our youth are our future leaders" that the youth must indicate their "wishlist" and/or concerns and that a Youth Forum should be driven by the youth themselves.

8. Drug/HIV/Aids or other topical issues could be addressed..

9. It was decided that we would formulate a parent steering committee to help provide guidelines.

!0. As we did not have a constitution in place we requested the city supply a generic Youth Constitution which could be specifically adapted for our community as a Scarborough Youth Development Forum ; the City undertook to bring the generic to the next meeting.

11. In principle Youth Development encouraged cultural exchange between communities for social transformation .

12. In principle it was proposed to set up a pilot project in collaboration with Redhill Youth Group.

13. Ushka expressed her willingness to take on the Art & Culture portfolio and had made a link with the Redhill Art & Culture Group.

14. Given Ngetu asked for a meeting with the Ratepayers Association and residents to bridge any differences so that things could move forward.

15. A public meeting was set for the following week.

Youth Committee Minutes of Meeting #2:

• Youth development programs-social development/social issues.
• Collaboration between communities.
• Different organizations dealing with different programs; sport and recreation, art and culture etc.
• Encourage youth of Scarborough to come together in a safe place.
• What can the youth do to make it happen?
• Need a go proposal for council.
• Proposals must have positive support from residents of Scarborough.
• Rate payers association is trying to help to get “it” done properly.
• Raise cash, pay money and get the hall.
• Proposals, meetings etc only necessary to get the hall for free.
• If city sees a functioning youth group that has a positive effect would it be more willing to allow use of the hall for free?
• Could youth be in the hall under the guide of ratepayers who can use hall for free?
• Front room with the fireplace is for storage of equipment.
• Timeslot for youth evening Friday 6-12pm.

Update: Who is the Youth Group using the hall?

Dear Scarborough Residents,


It has come to my attention that members of the community are under the impression that I am involved in the youth gaming activities currently in the Scarborough Hall and have received strong complaint from Jeff Hawkins about the state of the hall.

I would like to clarify that I did support the proposed "Youth Development Forum" (YDF) at the 2 public meetings where the City of Cape Town mapped out the format and a basic ethos "For the youth: by the youth." I had stated that my input lay in the "Art & Culture" sector: music, theatre & dance.

After the events of Youth Day 16th June I verbally disassociated from the project as procedure for a YDF had not been followed. I would like to formalize in writing that regrettably a "Scarborough Youth Development Forum" was never established. An NGO for a "Scarborough Youth Group" was established by the Corr's for the Corr's. It does not adhere to a "Youth Development Forum." I withdrew my support. I do not have key/access to the hall.

Please direct any enquiries regarding the Scarborough Youth Group using the hall to Janis & Terry Corr.

I apologize for any misunderstanding.
